Mo. Rev. Stat. § 589.305: Department may solicit funds.

In addition to general revenue appropriated by the general assembly for the purposes of sections 589.300 to 589.310, the department may solicit, receive, and expend funds, including matching grants, from the federal government, other state agencies, and from private sources to aid in carrying out the provisions of sections 589.300 to 589.310.
