Mo. Rev. Stat. § 622.330: Complaints by carriers or other parties.

Any carrier, corporation or person may complain on any of the grounds upon which complaints are allowed to be filed by other parties, and the same procedure shall be adopted and followed as in other cases, except that the complaint may be served upon any parties designated by the division.
