Mo. Rev. Stat. § 630.656: Waiver or exception request of administrative rule or standard, procedure.

Notwithstanding any rule to the contrary, any request for a waiver or exception of administrative rule or standard shall be approved by an exceptions committee created by the filing agency and such committee shall be considered a public governmental body operating under chapter 610.
