Mo. Rev. Stat. § 631.015: Division director to be chief administrative officer.

The division director, subject to the supervision of the director, shall be the chief administrative officer of the division and shall exercise for the division the powers and duties of an appointing authority under chapter 36, to employ such administrative, technical and other personnel, except employees of department facilities, as may be necessary for the performance of the powers and duties of the division.
