Mo. Rev. Stat. § 643.077: Operating and construction permits, transferability.

An operating permit or associated construction permit authorized pursuant to section 643.073 shall be applicable to an operating source and such permit or permits shall transfer to any new owner of an operating source with the change of ownership of said operating source.
