Mo. Rev. Stat. § 701.346: Rulemaking authority.

The department of health and senior services shall promulgate rules to implement the provisions of sections 701.340 to 701.349. No rule or portion of a rule promulgated under the authority of sections 701.340 to 701.349 shall become effective unless it has been promulgated pursuant to chapter 536.
