Mo. Rev. Stat. § 8.200: Director may proceed against sheriff.

The director of the division of facilities management, design and construction shall proceed against any sheriff or peace officer who refuses to perform any duty, in the name of the state, in the same way and to the full extent that any other plaintiff in an action might or could do.
