Mo. Rev. Stat. § 8.670: Resolution of board required for issuance of bonds.

Bonds may be issued under the provisions of sections 8.660 to 8.670 pursuant to a resolution adopted by the affirmative vote of two-thirds of the members of the board and no other proceedings shall be required therefor.
