Mo. Rev. Stat. § 81.160: Enactment of ordinances — additional power (cities of 10,000 to 30,000).

All cities within this state having more than ten thousand and less than thirty thousand inhabitants, and having a special charter, in their corporate capacity are authorized and empowered to enact ordinances for the following purposes, in addition to the powers now conferred upon such cities by law.
