Mo. Rev. Stat. § 81.180: Acquired property — management, regulation (cities of 10,000 to 30,000).

Any such city may procure by purchase, condemnation, gift or otherwise, within the city or beyond the limits thereof, property for the use of the city in and for the performance of its functions, and may manage and regulate the uses thereof and may sell, lease or otherwise dispose of the same.
