Mo. Rev. Stat. § 82.070: Accrued rights or penalties not affected by adoption.

All rights of action, fines, penalties and forfeitures accrued to such city before such charter takes effect shall remain unaffected thereby, and may be prosecuted, recovered and received as fully in every respect as if such charter had not taken effect.
