Mo. Rev. Stat. § 95.545: City may provide medical, health and life insurance for certain employees (St. Louis City).

The governing body of any constitutional charter city not within a county that now has or may hereafter have a population of six hundred thousand inhabitants or more may by ordinance establish a medical, health and life insurance program for the coverage of certain public employees as provided in sections 95.545 to 95.555.
