Mo. Rev. Stat. § 99.1030: Permission needed for designation of development area outside boundaries of municipality.

In the event a municipality desires to designate a development area located in whole or in part outside the incorporated boundaries of the municipality and within the boundaries of another municipality, such municipality shall first obtain the permission of the governing body of such other municipality.
