The “ appropriate public authorities ” as used in Article III of the Interstate Compact on the Placement of Children shall, with reference to this state, means the Department of Child Protection Services, or with the approval of the Commissioner of Child Protection Services, any regional or local office of the Department of Child Protection Services shall be authorized to receive and act with reference to notices required by Article III.
