Miss. Code Ann. § 65-11-23: Miss. Code Ann. § 65-11-23

All contracts for the construction of projects under the terms and provisions of Sections 65-11-1 to 65-11-37 shall be let and awarded by the state highway commission in the manner and method now provided by law for the awarding of contracts for the improvement and construction of highways on the state highway system; and the cost and expense of the letting of such contracts shall be paid from the federal aid or state appropriated funds allocated for such project, or from any other funds that the county might have available for such purpose.
