Miss. Code Ann. § 65-29-29: Miss. Code Ann. § 65-29-29

This chapter, as to the subject matters hereof, shall supersede all other laws, general, special, or local, including charters of municipalities. Any municipality issuing bonds or other obligations pursuant to this chapter shall have no power thereafter to issue bonds or other obligations pursuant to the provisions of Sections 59-7-1 to 59-7-21, Mississippi Code of 1972 , unless and until all bonds or other obligations issued pursuant to this chapter, and interest thereon, have been fully paid and discharged.
