Miss. Code Ann. § 65-33-71: Miss. Code Ann. § 65-33-71

The provisions of sections 65-33-61 to 65-33-71 , without reference to any other statute, shall be deemed full and complete authority for the issuance of refunding bonds as therein provided; and all powers necessary to be exercised by the board of supervisors of such counties, in order to carry out the provisions of said sections, are hereby conferred.
