All work done under the provisions of Sections 19-9-51 to 19-9-77, Mississippi Code of 1972 , shall be done by contractors who qualify under the provisions of Sections 31-3-1 to 31-3-23, Mississippi Code of 1972 , except with the consent of the State Aid Road Engineer.
