2-4-309: Rulemaking authority for laws not yet effective -- rule not effective until law effective.

Unless otherwise provided in the statute, an agency may proceed with rulemaking under this chapter after the enactment of a statute to be implemented by rule, but a rule may not become effective prior to the effective date of the statute.
