N.C. Gen. Stat. § 148-5: Secretary to manage prison property.

The Secretary of the Department of Adult Correction shall manage and have charge of all the property and effects of the State prison system, and conduct all its affairs subject to the provisions of this Chapter and the rules and regulations legally adopted for the government thereof.
