The police officers of a town may make regulations for the stand of hacks, drays, public automobiles, and carts, in any street, lane, or alley; for the height and position of any awning, shade, or fixture in front of or near a building; and respecting any obstruction in any street, lane, or alley, or in any stable or other outbuilding.
