RSA 228:12: Transfers from Highway Surplus Account.

If the expenditure of additional funds over budget estimates is necessary for the proper functioning of the department of transportation, the department may request, with prior approval of the legislative fiscal committee, that the governor and council authorize the transfer of funds from the highway surplus account for highway purposes.
