Control of Junk Yards and Automotive Recycling Yards

Notwithstanding any provision of this subdivision, any junk yard or automotive recycling yard in existence on October 22, 1965, which does not conform to the requirements of this subdivision and which as a practical matter cannot be screened, shall not be required to be removed until July 1, 1970.
