RSA 277-B:15: Commissioner's Investigatory Powers.

If the commissioner has a reliable basis to believe that any licensee is violating the provisions of this chapter, the commissioner shall have the right to review and inspect all of the licensee's books and records during regular business hours at the leasing company's place of business.
