The lottery commission shall encourage and promote the improvement of the breed of horses in New Hampshire. It may accept donations of thoroughbred, standardbred, or other well-bred stallions by licensees or others to the state for this purpose. It may cooperate with and aid the officials of the University of New Hampshire in furthering this program.
