Raw Cotton

All contracts for the sale and purchase of raw or unmanufactured cotton, made within this state, shall be taken and deemed to be contracts for sale and purchase at actual weights, exclusive of the weight of bagging, rope, iron ties or straps, or any other material in which cotton may be packed.
