RSA 669:59: Blank Votes.

If several offices are to be voted for upon the ballot, no person shall be required to vote for all. Any ballot which does not contain at least one voter for each office shall be regarded as a blank for the office omitted. Blank pieces of paper shall not be counted as ballots.
