N.J. Stat. § 32:19-5: Interstate Environmental Commission, powers regarded as in aid of, supplemental.

Any powers herein granted to the Interstate Environmental Commission shall be regarded as in aid of and supplemental to and in no case a limitation upon any of the powers vested in said commission by the states of New York and New Jersey and/or by congress or the terms of the compact.
