N.J. Stat. § 34:13A-60.1: Excluded entities.

13. The provisions of sections 4 and 5 of P.L.2021, c.411 (C.34:13A-59 and C.34:13A-60), and of subsection c. of section 5 of P.L.2018, c.15 (C.34:13A-5.15) shall not apply to:

a. the several counties and municipalities;

b. authorities, commissions, boards or other instrumentalities of the several counties and municipalities;

c. State colleges and universities, including Kean University, Montclair State University, and Rowan University;

d. county colleges;

e. Rutgers, the State University of New Jersey; or

f. the New Jersey Institute of Technology.
