N.J. Stat. § 34:4-5: Action for penalty; jurisdiction

All proceedings brought under the provisions of this chapter shall be by a civil action in the name of the commissioner or building inspector, to be instituted in the Superior Court or municipal court of the municipality, where the offense occurs.
