8. The Attorney General shall adopt, pursuant to the “Administrative Procedure Act,” P.L.1968, c.410 (C.52:14B-1 et seq.), rules and regulations necessary to implement the provisions of P.L.2025, c.347 (C.39:4-215.1 et seq.) in a manner consistent with the legislative intent to mitigate emergency traffic conditions and preserve emergency vehicle access.
