N.J. Stat. § 39:5-30a: Habitual offender defined

TITLE 39 MOTOR VEHICLES AND TRAFFIC REGULATION

As used in this act:

"Habitual offender" means a person who has his license to operate a motor vehicle suspended three times for violations occurring within a 3-year period.
