N.J. Stat. § 40:37-95.10p: Adoption of law

TITLE 40 MUNICIPALITIES AND COUNTIES

If a majority of all the votes cast both for and against adoption of the law are cast in favor of its adoption, the law shall immediately become operative in the county voting thereon.
