N.J. Stat. § 58:14-34.25: Powers and duties cumulative and additional

The powers granted and duties imposed by this act are cumulative and are granted or imposed in addition to and not in substitution for existing powers or duties of the commissioners or any municipality, and are not subject to any limitation or restriction prescribed by any other laws.
