17-3-18: Director authorized to issue fishing permit without license to certain handicapped persons.

The director of the department of game and fish [department of wildlife] is authorized to issue a fishing permit without a license to any group of mentally or physically handicapped persons who participate in a field trip of less than one week's duration under the supervision provided by a special institution or school for handicapped persons.
