SALE OF BONDS BY COMPETITIVE BID OR NEGOTIATED SALE

“Financial adviser” means a financial consulting firm whose employees have experience in advising municipalities relating to the issuance of debt instruments, and which, except for its consulting relationship with the municipality, is not under the control of the municipality.
