“Based” means the place or domicile where a vehicle is primarily used, or if a vehicle is often used in more than one county, then it means the place or domicile where the vehicle is primarily stored or kept. A vehicle registered for intercounty or interstate operation under the provisions of chapter 706 of NRS shall be deemed to have no base.
