NRS 539.255: Award of contract in case of emergency or necessity without advertising for bids.

In case of necessity, the board of directors, by unanimous vote of those present at any regular or special meeting, may contract for the construction or repair of any part of the system of works, and may, in the ordinary course of business, purchase any necessary machinery or materials.
