NRS 540.071: “Project” defined.

As used in NRS 540.061 to 540.091, inclusive, unless the context otherwise requires, “project” means any development, including new construction and expansion or modification of existing development, that requires the use of 5 acre-feet or more of water per year and requires the approval of an officer or agency of a local government.
