§ 17-0103. Statement of purpose.
It is the purpose of this article to safeguard the waters of the state
from pollution by preventing any new pollution and abating pollution
existing when the predecessor of this chapter was enacted, under a
program consistent with the declaration of policy stated in section
17-0101.
