N.Y. Executive Law § 419: Rules and regulations

§ 419. Rules and regulations. The office may adopt, amend or rescind

all rules and regulations necessary to carry out the provisions of this

article, including the objective that state aid hereunder shall be

granted uniformly throughout the state, having regard for varying

conditions and needs in different parts of the state.
