N.Y. Highway Law § 210: Papers, where filed

§ 210. Papers, where filed. All applications, certificates,

appointments and other papers relating to the laying out, altering or

discontinuing of any highway shall be filed by the town superintendent

as soon as a decision shall have been made thereon in the town clerk's

office of the town.
