N.Y. Labor Law § 40: Proceedings before officers or employees

§ 40. Proceedings before officers or employees. 1. Any investigation,

inquiry or hearing which the commissioner has power to undertake or to

hold may by authorization be undertaken or held by or before any officer

or competent employee of the department.
