N.Y. Public Authorities Law § 1866: State not liable on bonds and notes

§ 1866. State not liable on bonds and notes. The bonds and notes shall
not be a debt of the state of New York nor shall the state be liable
thereon and such bonds and notes shall contain on the face thereof a
statement to that effect.
