N.Y. Second Class Cities Law § 97: City engineer

§ 97. City engineer. No person shall be eligible to appointment as

city engineer unless he be a civil engineer of at least five years'

practical experience in his profession. He shall appoint, to hold office

during his pleasure, a deputy and such other subordinates as may be

prescribed by the board of estimate and apportionment.
