N.Y. Social Services Law § 254: Eligibility

§ 254. Eligibility. Services for the aged, blind or disabled shall be

provided any aged, blind or disabled person who requires such services;

who is a resident of the state on the date of application and who is

receiving or is an applicant for benefits under the supplemental

security income and additional state payments for the aged, blind and

disabled program or is receiving or an applicant for authorized payments

to aged, blind or disabled individuals ineligible for such program.
