§ 54-d. Advance payment of state moneys; authorization only by law.

Notwithstanding any other provision of law to the contrary no payment of

state moneys to any county, city, town, village or school district shall

be made prior to the date such moneys are due and payable unless

expressly authorized by an act of the legislature.
