N.Y. Vehicle & Traffic Law § 1216: Coasting prohibited

§ 1216. Coasting prohibited. The driver of any motor vehicle when

traveling upon a down grade shall not coast with the gears of such

vehicle in neutral, nor with the clutch disengaged.
