N.Y. Vehicle & Traffic Law § 400: Application of this title

§ 400. Application of this title. Except as otherwise expressly

provided in this chapter, this title shall be exclusively controlling:

a. Upon the registration, numbering and regulation of motor vehicles

and motorcycles; and

b. On their use of public highways.
