a. The department shall, in coordination with any other agency as it deems necessary, provide guidance to an applicant for a permit for a child care program pursuant to article 47 of the health code on the requirements for obtaining such permit. Such guidance shall include a visual representation of the process and include the following information: any required license, approval, or permit from the department or any other agency and the order in which each such license, approval, or permit must be obtained. The inadvertent failure to include any such license, approval, or permit in guidance provided pursuant to this subdivision shall not invalidate the requirement to obtain such license, approval, or permit.

b. The commissioner shall post on the department’s website, and update as necessary, the guidance required pursuant to subdivision a of this section and, as relevant, include a description of any such update or other change made to such guidance. Such guidance and updates shall be provided in the designated citywide languages defined in section 23-1101 and also be posted on any other city website where the department makes permitting information available. The department shall submit such guidance and any subsequent updates to the mayor and the speaker of the council.
